What is the suggestion going about ?: Its About civilians
Description: You have to make the civilians can't damge other cars, i was Driving around LV then i found some mechanic shooting me and i can't kill him, so it should be disabled

What would this suggestion improve: It will improve fairness playing..
Why does this needs to be added?: Because some players abusing it..
Can you provide us any examples?: make the civilians can't shoot.
